Township vs. Municipal Authority
​
Although the Board of Supervisors also serve as the Board of the Municipal Authority, the Township and the Municipal Authority operate as separate entities.

The Township is responsible for:
  • Township administration and governance
  • Roads and public works
  • Zoning and permits
  • Public meetings and records
  • General township services
Township funds are used solely for township operations and services.
💧 ​Covington Township Municipal Authority
The Municipal Authority is responsible for:
  • Ownership and operation of the sewer system
  • Sewer billing and EDU administration
  • Sewer system maintenance and improvements
  • Authority-specific budgeting and finances
Municipal Authority funds are restricted and may only be used for sewer-related purposes.

Sewer System Ownership & Maintenance
The public sewer system within Covington Township is owned by the Township.
System operation and maintenance are performed under agreement by:
💧 Richmond Municipal Authority
Richmond Municipal Authority is responsible for:
  • Day-to-day operation of the sewer system
  • Maintenance and repair of sewer infrastructure
  • System performance and operational compliance
While the Township owns the sewer lines, maintenance and operational services are provided by the Richmond Municipal Authority.
Sewage Enforcement Officer (Septic Systems)
Properties served by on-lot septic systems are regulated separately from the public sewer system.
Questions regarding septic systems, including septic permits, inspections, soil testing, and system requirements, should be directed to the Township’s Sewage Enforcement Officer (SEO):

The Township Office does not issue septic permits or make determinations regarding septic system requirements.
Public sewer services and on-lot septic systems are regulated under different authorities and requirements. Please contact the appropriate office listed above to avoid delays or misdirection.

Role of the Township Office Staff
The Township Office staff are available to assist residents with administrative sewer-related matters, including:
  • Answering general questions regarding sewer billing and EDU accounts
  • Setting up new sewer accounts
  • Processing billing and payments
  • Providing forms, applications, and account information
  • Assisting with routine account inquiries
The office staff serve in an administrative capacity only.

Decision-Making Authority
All sewer-related policies, rates, fees, adjustments, and decisions are established by the Board of Supervisors acting as the Municipal Authority.
The Township Office staff do not have the authority to:
  • Change sewer rates or fees
  • Adjust EDU assignments
  • Modify billing policies
  • Waive charges
  • Make exceptions to adopted rules or resolutions
Office staff administer the policies as adopted and approved by the Municipal Authority.

Billing Questions & Concerns
Questions or concerns regarding sewer billing should be directed to the Township Secretary, who administers sewer accounts and billing on behalf of the Municipal Authority.
While the Secretary can assist with explanations, account details, and administrative processing, the Secretary does not establish sewer policies or make rule changes.
Requests for policy changes or billing exceptions must be addressed to the Board of Supervisors acting as the Municipal Authority during a public meeting or through formal written request.

Important Clarification
Although the Board of Supervisors serve in both capacities, the Township and the Municipal Authority operate as separate legal entities with distinct responsibilities and restricted funds, as required under Pennsylvania law.

Sewer accounts and billing are administered by the Township Office. Policies, rates, and decisions are established by the Municipal Authority. Office staff cannot modify billing rules or fees.
